The case studies analized are grouped according to certain criteria. One set of case studies consits of specifically Structural Funds related projects. The case study programme structure has been reviewed and configured to meet the changing needs explained at the theoretical background. Our aim is to create an evidence base more in tune with the dramatic change in outlook in the health sector.

The other group of case studies contains not specifically Structural Funds related projects but their SF relevance can be high, and are used as non-SF comparative reference Sources.

In place of a wide spectrum approach, to reflect the full diversity of SF projects, a model is proposed. There were 4 categories of project case studies created, and further more overarching master plans were reviewed  to assess the extent to which they anticipate or reflect the change factors described above and/or remain fit for purpose as a template for the future.

Projects wer selected that offer good practice pointers for the future ‘shape of things to come’ for example:

• Measurable contribution to reducing health inequalities;
• Consistency with Europe 2020 aims and objectives;
• Coherence with masterplanning frameworks and regional development plans;
• Planning high risk investment for example capital intensive high technology projects;
• Maximising the potential of ICT in the health sector with particular regard to eHealth;
• Improving workforce competencies and skills;
• Shifting emphasis from short-term tactical response and focus (the on time on budget orientation of much SF evaluation) towards sustainable strategic investment.
